Dans le décret de création du parc « Manyange na Elombo », le premier ministre Joseph Dion Ngute explique que l’aire marine protégée « permettra de limiter l’incursion des pêcheurs industriels qui appauvrissent la mer en poissons ; de protéger les zones de frayères et de préserver certaines espèces halieutiques à l’exemple de la tortue marine, du lamantin d’Afrique et du dauphin à bosse ». De son nom de baptême « Manyange na Elombo », l’aire marine protégée située sur la frontière maritime avec la Guinée équatoriale, a une superficie de de 110 300 hectares et s’étend sur 42 364 km (26,5 miles) dans les eaux territoriales camerounaises. Sa création est l’aboutissement d’un souhait formulé par le président de la République du Cameroun, Paul Biya, il y a une vingtaine d’années. Lors du 5e Congrès mondial des parcs de l’Union internationale pour la conservation de la nature (UICN) à Durban (Afrique du Sud), en septembre 2003, le président camerounais avait annoncé la création des aires marines protégées dans son pays.
